For the ones who are not familiar with it: for example if that system would be in place in US sports, it would mean that for example in NBA this season, the Houston Rockets, Washington Wizards and other bottom teams with the worst season record would be relegated to a league below NBA, while the best teams of that lower league – from whatever US city they are – would be promoted to NBA.
So every season, the worst teams of the league move to the lower league, while the best teams get rewarded with moving a league up.
