1. You’ll have to look up laws in your local area. It depends by country, and possibly even by state/province/region, at what age your medical information becomes private and protected by law.

2. Have a look at the laws where you live. Here when you turn 14 your medical information is no longer available to your parents, but it’s different everywhere.
