Handicap accessible isn’t handicap reserved. A stall is placed so that disabled people aren’t unable to use the area, more like a ramp than a parking space.
Now, if someone is in line who is disabled, common courtesy bumps them up to the handicap stall (and all someone with an invisible illness needs to do is say, “hey, I need that stall,” for it to count, with no argument about it that I’ve witnessed).
If there’s other stalls open, then I obviously use them. If I’m the only one waiting (so the stalls are full but there’s no one behind me), then I wait for a non-handicap stall. If there’s a long line behind me (ex. between classes or in an airport), then I’ll use it.
I’ll only use the handicap stall if there’s a long line and there are no handicap people in line that need it.
