There isn’t a set time, it’s just when it feels right for those involved
Different people might have different ideas about that. My opinion is that a quick goodnight kiss is appropriate on the first date if it seems to have gone well. But if either person wants to wait until the second or third date, that’s fine. A more passionate kiss is probably appropriate a couple dates after the first kiss. I think sex should wait until at least date 5 or 6 after you’ve had a chance to develop the non-sexual part of the relationship to a reasonable degree.
Some people have sex on the first date but I personally think that’s not a good idea if you want a long term relationship because I think if you start sex that early, you risk sex being the core of the relationship and that’s not how it should be in a long term relationship.
When you have consent
When the woman wants it. If it’s too early, you’re a creep. If it’s too late you don’t like her. How can you figure out when it’s the right time? God knows.
