How to make friends with a moot on Twitter?

A moot is someone who you follow and who follows you.

I want to make friends with one of my moots. They’re my age, if not a year younger, we’re both in college, and we have some similar interests. I want to be their friend. What should I do? We already have nice conversations (publicly). Should I jump into those DMs? What do I say? How is it that I’m an adult and I’m still bad at making friends? ;-;
