Its a good thing.
Staying hard after oral means that he’s still horny. Still being horny is a function of him being turned on enough by you that it doesn’t just drop and he loses his arousal after an orgasm. Generally a sign of intimacy and alot of focus on you, essentially after oral he’s still thinking about you in such a way that his arousal sticks around.
This means you don’t have to stop having sex after he has an orgasm. Not something alot of couples can say, take advantage of it. Men can train themselves out of the refractory period. He doesn’t have to, which means you turn him on an unusual amount.
Not everyone is the same. And no it doesn’t necessarily mean more sex is desired.
I’m 59 and disabled. I have cancer and massive pain. And I can still stay hard for hours, even after orgasm. I do not need a refractory period to get hard again. I can (and do) just keep on a-thrusting away as desired by my partner. This is after having been very dead in 2014 (ain’t hypoic brain damage fun).
