Hi so me and my SO go on dates, and recently he paid for our date but would not stop complaining about the money, he says ‘i spent so much this month’ ‘i have to keep track of spending’ (more like ranting indirectly)
So when we went out for dessert I quickly paid for it so he doesn’t continue saying those things
Is this a red flag?

It’s fucking annoying at the very least lol. He shouldn’t spend the money at all if he’s going to complain loudly about it. You should say something about this to him and tell him it ruins the dates.

Its not a red flag. I doubt this is about you. Ask him what he spent it on. Is it dates he is talking about specifically? You should share the cost of dates with him.
