How do you introduce yourself to new neighbors?

I just moved into a new apartment, it’s in a community where most everyone goes to my university. I want to meet new people but I just don’t really know how to. There is a lot of social spaces like the community pool, but i am not sure how to talk to people there. Anyone have any tips?
