Im 18(F) i lived in the uk specifically London since I was 7. I’ve now lived in Germany for two years. I have an Italian passport and no uk settlement or visa or anything. I finished secondary school and moved shortly after that. I had to move because of family but I want to move back now to do college and then finish my studies. Im a bit confused on how I could do this (like applications and all of that) or if there is anyone specific I need to talk to

I can’t give individual advice, but you need to find out whether your parents became UK citizens, or if they ever applied for EU settled status, and what date you left the UK.
You would be charged international student fees no matter what as home fees require you to have lived in the UK for the last 3 years. Getting a visa to be an international student is generally a formality if you can afford the course.

You need to look at entry requirements for EU citizens to study in the UK and you will need to pay international student fees.
