Pure speculation: It’s going to depend on state and local law, but I think most mandate that they’re given a code as well as a physical key that unlocks the gate when there’s no electricity. Also they’re allowed to bust through normal doors in emergencies, a gate isn’t different. And most gates aren’t actually hard to ram through.

Yes, this was the case with the gated community my parents lived in.
They will likely have the means (key/code) to get in. It’s the same ones that the USPS uses to deliver the mail.
They have to get passed Karen first.
