Bright eyed, kinda dumb, friendly and eager to please
Kind of a backhanded compliment
Means well, super sweet, but also a bit more than a tad naive/gullible/dumb…but then you’re also loyal and overall, you might not always know exactly what’s going on but you’re just kinda happy to be here and be involved in whatever’s going on.
I can’t imagine ever doing that because it would be incredibly weird to me to make that comparison, but I would guess that it would mean that they shared the stereotypical traits of golden retrievers like loyal, goofy, friendly, eager to please, happy, excitable, etc

Kind of surprised by the implication being mentioned of being dumb or gullible. My interpretation has always been of someone goofy, lighthearted, friendly, loyal, intensely loving towards their partner, and all the other *positive* traits of dogs/golden retrievers. Never associated the descriptor with any negative traits, or any assessment of someone’s intelligence, so now I’m worried I may have accidentally insulted some people lol
