Sorry if it’s a dumb question, but I get my groceries delivered from Amazon and they come in these large paper bags. I then put all my recycling in these paper bags before I throw it in the blue recycle bin.
Is this okay…? I can’t find any rules about it, but I figured since the bags are recyclable too, it should be okay.

I’d say yes. Things in the bins get jumbled up and fall inside each other all the time.

It’s probably fine, we tip ours out into the bag just to be sure because it only takes 5 seconds

Yes.
But whether it offers any advantage to anyone will depend on HOW the recycling is collected.
In our case it’s just a normal bin lorry that chucks it all in together and it is only sorted at the tip.
