Socially oblivious

Why do females keep looking at me, and how should I respond? There’s been times where I smiled or waved and they turned alway and there’s been times where I’ve said something nice and received the most friendliest welcoming response. The thing is, sometimes I just don’t know what to say or how to respond simply because I don’t know that person.
