I have never orgasmed without some liquid coming out.
99% of the time, ejactulation and orgasm and erection are all tied together. BUT, not always. I can ejaculate without an erection, I can orgasm without ejaculation, and I can ejaculate without an orgasm (not fun, hate that one).
Also, come guys don’t cum from blowjobs. It’s just a thing. Not all women cum from penetration, most need clitoral stimulation as well.
Yes, you can have dry orgasms. Not super common though. And not sure if that’s what’s happened here.
If someone not orgasming shakes you significantly, you’re probably basing too much of your self value on other people’s orgasms. There’s lots of reasons someone might not orgasm.
Can you implement the suggestions he’s given? Sounds like he wants you to suck harder and go deeper, if possible. Are you using hands? Ask him for specific feedback. Make the goal his pleasure, not the end result. Orgasms will likely come.
Orgasm and ejaculation are technically two separate processes and don’t always happen at the same times, for various reasons. However, it’s pretty rare for them to not be synced up.

It might not be you. Some guys don’t know how to get a BJ. Sometimes they’re convinced that they can;t cum from one, which turns into a self-fulfilling prophecy, sometimes they’re used to vice grip contact from beating off, sometimes they need to be in control from fucking, face or otherwise.
Also, sometimes some guys can cum, but it’s basically a dribble, so you might not even notice.
