I am a freshman in university and on the first day I couldn’t talk to many people. But now people have formed groups and I can’t even make friends. I tried to make friends from my nationality (I am in an international university) but it’s Soo hard cuz everyone has a group. I tried to talk to people but they are always with someone. I don’t what to do because my parents are also saying to make friends otherwise it will get tough. I don’t know what to do

Join some clubs or groups on campus that you’re interested in, it’ll give you an opportunity to talk to people with the same interest and a built in topic to discuss.
You attend their meetings. I imagine there’s a student union or some sort of gathering place on your campus with a bulletin board, usually clubs will post their flyers on bulletin boards.
