In Liverpool recently and had to telephone a parking company to pay to park. Have since got the app. They took the parking fee plus 20p ‘something or other’ fee. Since checked my bank account and after the payment was taken out of my account, they paid 1p into my account and then immediately took it out again. Anybody know what is going on here?

Those sort of small payments are sometimes done to check that the account is valid before the main payment.
Checking your bank details are valid.
They do this to check your account is valid before they charge you the correct fee, Paypal does this when you add an account to it.

Companies have always done this, but acquirers have started to refuse to process £0.00 transactions so you have to charge something
