There is a woman living in my neighbourhood. I don’t know her, but I see her often. Everytime we make eye contact, she quickly looks right and left (it looks really weird) and then ignores me or she takes out her phone and look at it as long as we pass eachother. It happened so many times that I’m sure it’s not just coincidence. My friend who lives on the same street says that she always look at him or just looks ahead. What does it mean? Is she literally making everything to not look at me? 99.9% of women don’t bahave this way so that’s why I ask. No, I’m not staring at her in weird way. I look at her like at the rest of the women out there and none of them ever did the same thing that she is doing.

Maybe she’s very reserved or cautious around men. It’s easier just to avoid people than to have an encounter.
Maybe you should introduce yourself as her neighbour if you haven’t already.
Some people are just uncomfortable around certain people for no particular reason. Have you gone and introduced yourself as her neighbor? Maybe something in that vein would make her more comfortable.
