What you are describing is more like “just chillin”
Hanging out usually involve two people doing something or going somewhere
it can be used to mean spending time with another person or any other kind of chillin. usually describes a relaxed situation either way.
“she and I hung out yesterday”
“I’m just hanging out at home tonight”

Hanging out can mean paritcipating in any activity with someone else. It typically means, “hey, let’s get together and do something. We don’t know what this thing is. It could be watching a movie or going out somewhere. We won’t know until we’re doing the thing.”
