My visa (on Global Talent Scheme) should start in December 2022, I will not move entirely to the UK until my daughter finishes her school year in May 2023. Until that, I plan to maintain my full-time job in my country, and I will not rent a house or start paying UK tax on my foreign income based on the [overseas test](https://www.gov.uk/tax-foreign-income/residence) that makes me a non-resident in the tax year that ends in April 2023. My question is:

since I will not be renting a house between December 2022 and 2023, Should I still register for council tax where I plan to reside? Or should registration for National Insurance Number be the only needed step?

  1. A council tax charge is associated with a specific property and address. If you aren’t living in the UK, you won’t be liable for council tax and won’t be able to register.

  2. The Council tax is set for each property in the financial year that starts in April.

    If you start renting somewhere, you will simply take over the council tax bill/ liability for wherever you are living.

    You do not have to do anything until you are physically living in that address.

    It is a tax on the property, not on the person. In some cases it might be included in the bills, though you should always be aware of what figure it actually is.

  3. You have to notify the local council of you address once you move in, not before, they will then send you the paperwork for setting up the council tax, or you can do it over the phone. But you don’t need to do anything until you move in, or until you start renting the place. Once you are paying the rent, or are living there…whichever comes first, you have to pay council tax
