We met on a dating app, have gone out together four times now, he is the one who has initiated each outing. I really enjoy my time with him, and I think he does too. But he has not kissed me, or anything like that. Could this still turn into a relationship or should I just accept that this is just a friendship?

At this point I feel like it’s too strange to ask him directly, and I wouldn’t even know how.

The guy seems kinda shy so just ask him for a kiss next time. You should have your answer from how he reacts.
He sounds very passive to me. Are you comfortable being the aggressor? I think you might need to make an overt move. Are you touching him a lot? Has he been in your apartment? How close do you sit to him when you are watching a movie? How suggestive is your clothing?
