We met on a dating app but haven’t even been on a date…. 2 months into talking, I asked him out and he said yes but he was busy so I waited for a month until I didn’t even wanna go anymore so I told him nvm. We talked everyday, him initiating that but he never brings a date up… (also, he never brought up being flirty but I didn’t really either but when I did, he texted more but that doesn’t count bc what’s the point anymore?)
How do I tell him? I sent a text today asking if he’s free this week, I was specific this time. I’m expecting him to say he’s busy so I wanna tell him I’m moving on but is it right?

It’s fine to tell him you are done, he’s wasting your time. Honestly, it seems like he is stringing you along for some reason. Maybe he has a partner already, and he has a bunch of backup women on the line.
Tell him you’re on the dating app to date and are not interested in a text buddy therefore you are moving on.

Have you video chatted or anything to verify that he’s actually real? This seems like a common theme for catfishes to try to dodge meeting up but still have someone to talk to over text or call.
Just tell him what you are gonna do if you guys don’t meet up and how you feel about this situation. You have the rights to do it.
