Ireland
You used to have a choice of 27 other countries, but now it’s just one – Republic of Ireland.
Rockall
Ireland.
Isle of Man.
You can also live in the Channel Islands (except for Brecqhou) without applying for residency; but you may need a permit if you want to work there.
Ireland.
Channel Islands, Man, Gibraltar.
Belize for a year.
And the UK Overseas Territories – Bermuda, Falklands, Montserrat etc.

You can theoretically keep getting tourist visas in Cambodia indefinitely and without leaving the country, you just take your passport to a travel agent and two days later you get it back with a new tourist visa in it.
You’ll have problems when you run out of pages though (a visa takes up an entire page). You used to be able to work on a “business visa” which was just a little bit more expensive but they’re cracking down hard(ish) on that now.
The bloke that owns the Principality of Sealand might let you move in if you fancy a life on the high seas.
Svalbard
Some of the Commonwealth countries in the Caribbean you can.
Georgia is 365 days a year..not sure how residency works on that basis, i.e. whether you could theoretically leave and come back within 24 hours after one year, someone else will know.
