Taste will go off, birds won’t care.
Theoretically seeds grow mouldy when they are off. “Best before” is ok though not like “use by” and even that’s subject to common sense.
The birds won’t eat the it if the seeds have mould on them or if the suet is rancid.
If they’re the ones sealed in plastic they should be good to go.
Or just check for mould
could always give a few to your least favourite neighbour… then wait see if their car is painted “streaky black/white”
