No. If they choose not to respond, they choose not to respond. As simple as that. You can’t force people to respond to you. I recommend you start being proactive and busy in your real life so that you don’t keep getting anxious over Instagram.
I’d say it depends on how close you are to the person. Do you think they owe you a response?
I think it’s impolite in most cases but the burden is on you to get over it.
