He often will take hours to respond or after a convo has died off just stops answering. I also find txting him kind of boring. But when I’m away from him I miss him and want to communicate. Things are great in person. And he is someone to prioritize time off his phone and being productive. Does his disinterest/inconsistent txting say anything about how he feels about me?

Wouldn’t you think maybe he also finds it boring? If your time in person is great, then do your communicating in person. You don’t need to be texting 24/7. Plan a date, and say “OK, can’t wait to see you! Talk to you then!”
Not necessarily. Always prioritize IRL experience over the virtual one. Some people are just not actively using online stuff. Also, at your age it is kinda common “tactic” for guys to delay answers to not be seen too pushy.
