Is this over?

Hello, I need an advice. I’ve been seeing this guy for almost 4 months. He is 13 years older than me and it didn’t seem like a big problem until now. Last time we saw each other we talked about our ages and everything seems fine but then he didn’t reached out for almost two weeks so I texted him that I guess his silence means that we are over. He texted me back that he knows it looks like he disappeared but he didn’t know how to tell me. He texted me that he thought I was older than I’m and he is in shock. I told him that I’ve never lied about my age and wants same thing as him, like children, wedding and others and told him I’m not as immature as he thinks. He told me on this that I’m mature enough but he thought we maybe wanted another things right now. I asked him what he expected I tell him when we never talked about this.
Then I told him that I respect that he made a decision for both of us and I consider it finished. But he texted me on this that he can’t make any decisions because he is leaving for month to visit his parents to another country and can’t tell me anything right now.
So I guess it’s over, right? Or how should I interpret it??
