Maybe he feels uncomfortable or is scared you won’t like it, just try to make sure he is absolutely relaxed and don’t has to think about anything else maybe it’ll help if you tell him how hot he is and how much you love him and his body/dick before you start or in between.
Try to figure out what part of the blowjob exactly he likes and go from there.
He could also just think he likes them but actually doesn’t. There are plenty of men who simply don’t like them.
