Well, its in New York Harbor, New York City, New York.
Neither, it’s a national monument; meaning the US government owns and maintains it
Its in NY Harbour, but the city doesn’t own it, as it was a gift to the US from France. The Fed controls it.
Only reason its so heavily associated with NYC is due to its location and mythologised history during a period where millions were immigrating to the US. The statue was the first thint many of them saw on the boat.
I’m pretty sure there was some sort of arrangement made where the island itself is part of New York, but the waters it is located in are part of New Jersey.

Liberty Island is in New York State.
The Statue is run by the National Park Service and is owned by the United States.
The federal government owns the statue. The statue sits on New York land in New Jersey waters.
