My gf (f25) is already gearing up for Valentines Day (literally gearing up, she bought lingerie and everything already) and is planning our date night. I can tell she’s excited and it’s getting me excited too. She’s been teasing about this lingerie, and knowing her, she probably has a couple other surprises as well for the night. It’s honestly driving me crazy thinking about her and I want to do the same for her.
What can I (m25) do to return the favor by setting the mood and tease her until our date night?
Any ideas are welcome!

By telling her all the money we’re saving and how much better the fancy food will be when we go on a date night in a couple weeks.

Do simple cute things every day. Light up candles on one of the days, give her a nice foot rub or back massage and insinuate there is more to come on valentines day.
I see that she is making a lot of plans for valentine’s day a serious question. But OP what have you planned?
Sounds like she’s already excited. Hard to know what would build the anticipation for her even more, that being a more individual kinda thing. If nothing else though, simply express that you are excited, can’t wait, that you want her bad, etc.
