Exactly. There is more people that need H1b then the actual visas. So each year there is a lottery.
So there are people who got the job, but not the visa. Some companies have offices in Canada or Europe, and they keep those new employees there. After couple of years the company can apply for a transfer visa and move those employees to the USA.
Assuming the employee want to have the temporary location for a couple of years.
Usually if you don’t get visa, and there is no tempo solution, you are loosing the job. Not all companies can wait couple of years for a new hire to start
Lottery isn’t employment based. And generally it is meant to get underrepresented groups into the US.
H1B is employment based, and if you lose that job you go home or find another employer to go through the hoops for you
