My ex broke up with me about a week ago, we were both very emotional and spent a good portion of the time crying and hugging each other. When we were going to bed, (it was my last night in our apartment) he kept holding me and smelling my hair, my skin, kissing me, and apologizing. If this break up was his idea (last thing I wanted), why would he continuously apologize, tell me he loves me, smell & kiss me?

It does seem strange to me as well and I get why you feel like he’s giving you some pretty mixed signals.
What was his reason for ending things? There might be a clue there.
You could also try asking him why he acted that way right after breaking up with you. But please don’t cling to the hope that he will come back no matter what his reasoning was for being so affectionate.
