Meaningful friendships require intense experiences with one another. I don’t mean you have to go on a life threatening adventure although that would def bond people together. You need to fond reasons to do things out of the ordinary like go to a concert, go hiking, comedy club, even a bar can be bonding it all depends on how much fun you have together doing something different than typical.
Coworkers and classmates is a good way to start. But specially coworkers because they’re literally your homies, you spend so much time with them and you learn to communicate with each other.
If you play sports you can go on meetup.com and lookup groups that gather to play. Meetup in general is a great way to make friends.
