I know with penal-vaginal intercouse condoms are used as protection, but if a man is performing oral sex on a woman how can he protect himself from a possiblity of STDs and STIs such as herpes?

You can use a dental dam or cut a condom length-wise into a sheet and use that. You can also talk with your partner about STIs and only perform unprotected oral on her after she has done some STI tests.
