Depends on the bra and shirt. Generally, take my arms inside, treat the shirt like tent, and put my bra in place. It’s not the easiest or smoothest, but it can work when needed.
I sort of snake it underneath and clasp it and then thread my arms through under my shirt
It’s annoying but doable
Clip the bra around your waist, hoik it up until it’s in the right place and then wriggle into the bra straps

I unclasp from the outside of my shirt. Then I take my L or R hand and go through the opposite arm to grab the strap. Then I shrug it off. Repeat with the other side.

Easy. Lift your top over your belly. Pull your arms out of the holes. Put the bra on backwards. Slide it around, use one arm at a time to slide it up and roll the sleeve down. After it’s home, slide it up.
