What does it mean when someone doesn’t reciprocate questions you ask them?

Let’s say you’re trying to make a new friend. And you decided to start up a conversation.

And you’re asking them questions but they never ask you questions back. For example let’s say you asked them where they are from, and they don’t even ask you the same question back.

What does it mean? Are they not interested in the conversation? Should I keep talking to them? What do I do?

And what would a normal conversation look like especially when meeting someone for the first time?

I would appreciate tips on that!
