not responding to someone’s hello

1. Either the person didn’t hear me, or the person is afraid of me, or the person is not in the mood to say hi, or the person is shy, or the person hates me.

   I have many experiences saying hi to strangers I walk past. Majority of them will say hi back, but I have enough experiences to understand when they do not.

2. I have had experiences where a couple people did not say hi back in my office. If it happens once, I assume they didn’t hear me, we’re having a bad day etc. I don’t react to it, but if I day hi twice to the same person on different occasions and they don’t reply, I stop greeting them. I find that to be incredibly rude and they are not worth me putting any further effort.

   Now on the street I can understand someone not responding to a stranger saying hi if they feel they are being distracted to be robbed or attracting unwanted advances etc.
