weird skin ,help

need some medical advice

Hello, 20M here. Will dump this account after the post. So I have never been sexually active , a virgin and have never been intimate with a person. So I dare to say my problem should not be an STD? I have the following situation and i hope i will be able to explain it good enough.

So basically on my penis, below the external urethra opening, there is a small spot (like any other penis) which is divided in like 2 parts i guess. Talking about the shaft. So exactly there, this in-between place my skin seems to be really white and dried up. Also a bit uncomfortable for touching/squeezing. I made a small investigation and I took tweezers. To my surprise this white layer could get pulled like some kind of dead skin? Peeling skin, i am not sure whether it’sa skin? I didn’t feel much from the pulling but it made it bleed a bit. It doesn’t look any bad at all now, the white is gone but now it seems kinda wet always and also smells quite fishy. At first i thought it was balanitis.
This is not the first time I have done this. It’s like stacking up some white layer there which i can pull and it’s also not really pleasant to touch the penis on this part. I am with a “hoodie” if this matters. I masturbate, but I clean myself well and have an overall good hygiene so i doubt it is dried up sperm.
Just looking for advice/ potential diagnosis or people who have similar problem. This has been for months but I’m fed up “cleaning” this white stuff by Peeling it off and then having myself bleeding, smelling bad. I am also not happy with the discomfort from touching around that place because of that problem . I will probably visit a doctor after i save up some money as it wasn’t really urgent.
