Just a like, same way when I like my boys pics, families pics or pics on sports pages. Assuming the girl gets enough likes, she’s never going to think “he likes my picture let me message him” and if he never follows up with a message or anything else, then a like is just the tap of a screen if you’re never going to do anything else
Depends on the man I would say. If he rarely gives a away a like it potentially could be. In every case: He most likely only thinks you‘re looking good.
As a man I don’t go liking girls pictures etc. it’s a waste of time to be honest. They think it’s a way of flirting to try and get attention from the girl but it rarely works and they go about liking a ton of girls pictures. It ends up being meaningless.
My bf thinks it can be innocent if it’s not constant cause it’s natural to be attracted to other ppl which I agree. He doesn’t see it as flirting or trying to get at them long as he’s not liking every pic or seeking them out but he also respects my boundaries that I don’t want him liking/commenting on women pics who aren’t friends/ family or following those model accounts so. It’s a normal boundary I think to not want your SO doing that, I think a mature man will understand.
