What with the passport office and the DVLA both being a mess right now.

Family member has no photo ID and will probably need it later this year.

Had, and lost, a passport well over a decade ago. Has no details (eg number) about that. Never reported the loss; it was misplaced and not found at home. I’m concerned this could lead to Bureaucracy Says No if the passport office demand the number or something.

Has never had a driving licence, and would possibly be medically unfit to drive (vision); I don’t know if that precludes holding a licence if someone isn’t actually driving on it.

    They wouldn’t, just apply for a new passport instead of renewing and don’t mention the original. It’s how I applied for my secondary backup passport. No issues.

  2. Post Office PASS card. They cost £15 and can serve all the uses of a provisional driving licence.

    if you get on it now you should have a passport on time.

  4. Quickest way is a pass card. But they will be able to get a passport, it doesn’t matter at all that they don’t know their previous passport details.

    Even provisional licences ask about health, vision, etc, so it’d probably be a waste of time them applying for one. If it’s just normal short sight that’s corrected by glasses, that’s not a problem, but anything more complicated would require an assessment.
