your plan is being passive (waiting for someone to notice you). I suggest an active plan, such as compliment people on their outfit, laugh at jokes, look for clubs to join etc. Take control of your life.
If you are moving to the new town before the first day of school, go visit plausible hangouts like coffee shops, basketball courts, idk, or even get a job if you’re old enough. You can meet people before school even starts.
