Where are the best places to make friends and improve skills? (That isn’t a bar or club)

All I really know around my area that is relatively inexpensive is going to bars or clubs. Don’t particularly like these places. Going to conventions like DragonCon or MegaCon cost a lot of money. Wanna see if I am missing something that could be fun while also around people.
