It sounds like something like vaginismus. You might just be unconsciously nervous and your body is making it more difficult because of it.
I used to have a similar problem. I could barely get a tampon in because of how tight things were. But as I got more comfortable with it, I noticed it stopped being an issue.
It could also be hymen related if yours is still intact. Maybe just take it slow. Slowly try to push further, don’t do anything that hurts and over a few times see if you can build up to get your fingers all the way inside
