By taking things further, I mean asking me out to an official date or texting me regularly. He even seemed to try to kiss me one time. Why is he so touchy/ sexually explicit irl but won’t DATE me?
We’re both 21 and he’s never had a relationship before whilst I just got out of one 1.5 months ago. We are both students and only likes to hangout with me in the proximity of the university. He suggested to hangout 2 times but didn’t take any actions (one time we both had to work on a school project and the second time he just didn’t have any excuse).

He’s just playing games. Ignore him for a while and then you’ll see what he really thinks.
Have you tried making the first move and asking him out? Maybe he’s waiting for a little push.
If he hasn’t ever been in a relationship before, maybe he is nervous and unsure of how to make a move. There’s no reason why you can’t be the first one to let him know that you are interested in taking it further.
Why don’t you ask HIM out? The street goes both ways.
