My neighborhood of condominiums still has a semi-permanent tarp material covering the roofs. A combination of insurance not approving all the repairs yet and not being able to find a company and materials to replace roofs.
Everything ground level is fine and back to normal.

Most of Florida wasn’t even impacted by it.
Depends on what you mean by recovered.
Just an example. There was a rest stop in the panhandle of Florida that was basically destroyed by hurricane Michael in 2018. When I went by it this past November it still wasn’t open. But it was actually close to being finished. They completely rebuilt the buildings.
