“I’ll call you back” but not call you back?

If you’re talking on the phone with a friend and they say they’ll call you back and they do not, is that a social norm and it’s more rare for them to actually call you back? I don’t know if it’s me just being socially unaware, but it bothers me when my friend does that be.
