1. Online, not sure exactly what site. There might be a dedicated one, there are not as many in person stores for that anymore. Some hobby shops might carry them though.

2. Best how? Most variety? Definitely online. Best price? Thrift shopping

3. There’s a dude on YouTube that customizes Hot Wheels/Matchbox cars. If that is your jam then I’d suggest Walmart.
