21. I’ve only ever heard “one of the ____ of all time” used to call something totally mediocre, not good or bad. For example: Frozen 2 is certainly one of the movies of all time. No matter where someone in America falls on the political spectrum, it’s unlikely that they’d consider Regan mediocre.
