I don’t have any advice for you until you turn 21, But:
I had a similar desire to be with an older woman. I would go to bars/shows outside of my normal life radius and shamelessly flirt with any attractive older woman. I was confident, direct and honest about my intentions. “Let’s just have some fun for one night” type stuff. I met some great ladies with awesome stories and may have even fallen in love with a couple of them.
If you’re not looking to start a relationship with these women then don’t ask for their number. Just be forward. As a young man, I was surprised at how many women would at least tease the possibility of “taking this little boy home”
I got laughed at a lot. “I’ve got 2 sons older than you, sweetie” Stuff like that.
Don’t be a weirdo, don’t be creepy, don’t profess your milf kink ( women know we want to fuck them)

I’m 30 and happily married, I’d personally wait until you are at least 20-21 as I think you’d have better success with this. I’d feel like the really creepy one if I found out you were a teen still, opposed to hooking up with someone in their 20s (if I was single). You’d be surprised how many girls in their 30s hangout at target, go on walks/hikes, or take a fitness class. Those are all great places to find girls in that age range. I don’t hangout at bars or clubs, I’d picture younger girls there.
I’ve been asked out in public by guys that are 18-20 and honestly it’s endearing but not going to happen (with me at least lol).
