  1. Yes you can. Fingering and stimulating the clit will do the job most of the time. But some just expect oral to be done once in a while, be sure about informing your preferences before getting into the sex part.

  2. Also mutuality. If you like receiving head and request it, it seems fair for a partner who likes it to request it. Communicating your preferences first would help set the dynamic of what is expected to be giving/taking and what is expected to be reciprocated.
