It could be in a group setting where the person talking just constantly avoids me. I could be approaching the register with a few friends and the cashier would quickly avoid me and look at my friends.
I have a friend right now who stays engaged in our conversations (cracking jokes and just talking about whatever), but always avoid eye contact when I look at them.
I didn’t think I was doing anything wrong by looking at people I interact with. What’s wrong with me?

They see you as low status. I experience the same thing.
sometimes people don’t know how to act around someone uncomfortable or quiet. do either of those make sense in your situation?
Maybe they are shy/nervous or they don’t like you for some reason.
If they talk to you and acknowledge you normally, i’m pretty sure it’s because they’re attracted to you and that intimidates them/makes them nervous.
